How do you give other players neighborly help?

To provide Neighborly Help to someone, you will need to have discovered them on the World Map, or they will need to be in your Fellowship. To provide Neighborly Help, you will have to click their city on the World Map, select that you'd like to give Neighborly Help, and finally select the building you'd like to boost from the menu that pops up.

You can also provide Neighborly Help from the Notifications (if someone helped you first), or via the Fellowship menu. Simply tap the button with the house-shaped icon on it for that, and you'll be able to select which building you'd like to boost for them.
