How does morale work in Last stand?

Morale will work exactly the same as before Last Stand. To hold Last Stand the alliance will need to have at least 40% of all cities on valid islands. At this point in a world, Morale should have a relatively limited impact on gameplay, and certainly during Last Stand, an alliance should be prepared to defend their territory.
