If I buy a premium expansion in the weekly Allied Culture event, will it be available next time?

No,4adb222667e138f9dcc7dcecd023eaf3premium expansions are only available for the current weekly Allied Culture event and do not carry over to the next one.

Once the event has ended, you will need to buy the premium expansion again with Gems if you want to use it again.
